CLOUTIER'S DOUBLE PACES PLAINSMEN.(SPORTS)

TROY Saratoga's Dylan Welsh came to Saturday's Suburban Council track and field championships at RPI's Robison Gym bleary-eyed from lack of sleep.

Meanwhile, Shenendehowa's Rob Cloutier was better than ever. And the result was a less-than-shocking upset.

Cloutier, who won the Suburban Council 1,500-meter title last year, defeated Welsh by nearly six full seconds Saturday in this year's league 1,600 championship. Welsh was running less than 12 hours after winning the Millrose Games high school mile at Madison Square Garden -- on about five hours sleep -- and had no time to even emotionally recover from that win, say nothing about recuperate physically.

``I was handicapped going into that race,'' Welsh said. ``I had four hours sleep, nothing to eat and I raced last night. It wouldn't have happened if I was fresh.''

Cloutier took six seconds off a personal record with a time …
