FED:NIB bets on private health change failing

SYDNEY, Aug 22 AAP - If the head of private health insurer NIB was a betting man, he'd
take a big punt that the federal government's planned changes to the 30 per cent rebate
will fail.
With the controversial legislation due to be debated by parliament within days, Mark
Fitzgibbon said he did not think the government could secure enough support for its plans
to means test the rebate.
The Greens have flagged they will vote against the legislation, mainly because it also
includes plans to increase the Medicare surcharge levy for people without private cover.
Key independent NSW MP Rob Oakeshott, who has concerns about levels of private health
insurance in rural communities, is also proving difficult for the government to win over.
"If I had to bet my life on something I would say it won't pass the lower house, and
even if it does pass the lower house, if the Greens make good their promise it won't pass
the Senate," Mr Fitzgibbon told investors on Monday.
Under the government's plans, people earning more than $80,000 and families on over
$160,000 will no longer qualify for the 30 per cent rebate.
The Medicare surcharge levy would also rise for the wealthiest Australians without
cover from 1.0 to 1.5 per cent of their taxable income, something the Greens believe will
only discourage people from taking out private cover.
NIB stands to lose about 2000 policyholders if the changes make it through parliament.
Mr Fitzgibbon said while the proposals were not keeping NIB "awake at night", the company
believed the policy was heading in the wrong direction.
"The government needs to do more to encourage people to take responsibility for their
health care," he said.
Mr Fitzgibbon's comments came as NIB reported its net profit increased by more than
six per cent to $65.5 million in 2010/11 from $61.5 million a year earlier.
Premium revenue hit a record $1 billion, up 11.8 per cent from $901.4 million, while
policyholder growth was double the industry average at six per cent.
NIB expects policyholder growth to rise by three per cent this financial year, despite
uncertainty surrounding the broader economy.
Mr Fitzgibbon said he expected private health cover to become more significant and
industry consolidation to continue, with NIB continuing to explore acquisition opportunities.
He predicted Medibank Private would be sold off quite quickly if the federal coalition
won power at the next election.
A rise in demand from international companies to provide health cover to their workers
around the world would also create "a force towards global health insurance" with three
or four players dominating the market, as in general insurance.
NIB plans to continue its buyback of up to 10 per cent of its issued shares, pay special
dividends when possible and consider another capital return to shareholders in 2012.
It declared a final dividend of nine cents, fully franked, for 2010/11.

27 April 2011 -- Sony (TYO6758) admitted on Tuesday that a hacker had stolen the names, e-mail addresses, passwords and possibly credit card details of over 70m gamers, members of Sony's PlayStation Network, the Financial Times reported.
On Tuesday, six days after it shut down the network, Sony started sending e-mails to users of the free service warning them to be more wary of scams.
The company said that credit card data may have been stolen in the attack too and recommended to its customers to go more thoroughly through their bills.
The security breach is a big problem because some of Sony's users may have used the same passwords for their e-mail and social networking accounts. Security experts warned that all PlayStation Network users who used the same passwords on other sites should immediately change them.
Sony said that the service is expected to be at least partially back online with increased security in a week's time.

MELBOURNE, Aug 27 AAP - The Victorian government has rejected plans to buy back properties
in high fire risk areas as it committed more than $867 million in sweeping reforms ahead
of this year's bushfire season.
Premier John Brumby says that of the 67 recommendations from the final report by the
Victorian Bushfires Royal Commission, the government officially supports 60 in full, five
in part and one in principle.
The end result will be more than 600 new career firefighters, over 230 seasonal firefighters
and more funding to maintain powerlines and rapidly expand fuel reduction burning across
the state.
A new statewide property tax on each household will also be started to pay for fire services.
But Mr Brumby says the government has rejected the commission's recommendation on retreat
and resettlement because it would impact too many people and potentially increase fire
risk.
"We've rejected that for a range of reasons," he told reporters on Friday as he outlined
the state government's official response.
The royal commission had urged for the government to start a voluntary buyback of properties
in areas with high bushfire risk.
But Mr Brumby said: "If you applied this in some areas it would actually increase fire risk."
One house could be left surrounded by vacant land, which would increase fire risk for
that remaining property, he said.
Such a plan could then impact property values and insurance costs for those who remain.
The government partly used a potential huge cost of buybacks as justification to dump
the plan, estimating that depopulating the 52 most at-risk towns would cost beyond $20
billion with an annual maintenance bill of $40 million.
Estimates on a buyback of the 2000 homes lost on Black Saturday tip past $700 million alone.
Nearly half of the $867.3 million in funding announced on Friday will be spent on fuel
reduction burns to achieve the recommended target of five per cent of all public land
each year, which Mr Brumby said he "fully accepted".
"We'll build up to this progressively over a four-year period," he said, to reach 385,000
hectares.
"This is a huge commitment."
The state will also adopt a new "progressive property-based levy" instead of a fire
services levy, to start in July 2012.
The plan will include a pensioner concession worth 50 per cent, as recommended by the
commission, and not collect any more money than the current fire levy brings in each year.
On powerlines, the government "in part" supports recommendations to upgrade and replace
all powerlines.
"The reality is the cost of doing that would be huge for Victoria," Mr Brumby said.
Instead, the focus is on maintenance rather than replacement, while also boosting obligations
of electricity businesses.
A new $2 million Powerline Bushfire Safety Taskforce will also study and come up with
options on reducing electrical risk that don't require lines to be buried underground.
An additional $2 million is earmarked to stop and track down arsonists while $44.5
million is set aside for a new CFA volunteer recruitment program.
The views of about 1600 people were taken into consideration during community consultations
across the state in forming the government's official response.

NSW: Eateries urged to embrace guide dogs

SYDNEY, April 29 AAP - Some of NSW's most gifted canines are getting a dog of a deal
when it comes to eating out with their human companions.
A recent survey shows one in three Australians were unaware guide dogs are allowed
in restaurants.
As a result, Guide Dogs NSW/ACT is embarking on an education campaign aimed at reminding
NSW restaurateurs and cafe owners of their legal obligations.
The Guide Dogs Welcome Here campaign is being launched on Wednesday to coincide with
International Guide Dog Day.
Guide Dogs spokeswoman Jenny Moon said the disabled and their furry friends were regularly
refused service, but thinks ignorance rather than discrimination is to blame.
"Anecdotally, it is happening on a regular basis, and it may be that people don't report
it, but they are dealing with it," Ms Moon told AAP.
"You would hope to think that it's just ignorance, but whether they realise it or not,
they are discriminating."
Federal Disability Discrimination Commissioner Graeme Innes, himself a guide dog user,
said he had been refused entry at restaurants.
"It doesn't happen all the time, but it does happen on a regular basis," Mr Innes told AAP.
"It can also be more subversive, where they'll say: `You can have a table, but it has
to be outside'."
He says the federal Disability Discrimination Act makes it illegal for eateries to
refuse entry to guide dog users.
"There are examples of complaints where damages have been awarded against restaurants,
in the range of $500 to $2,500 depending on the circumstances," he said.
"(But) only a very small percentage of complaints actually get to court."
Mr Innes said the argument that guide dogs a posed hygiene problem was false.
"The reality is: the food is on the table, the dog is on the floor, so unless you're
going to be eating off the floor or the dog's up on the table, you just don't have a problem,"
he said.
Ms Moon said simply placing a Guide Dogs Welcome Here sticker on restaurant windows
made a big difference.
"The sticker shows to other people that this particular cafe is on board, supporting
us," she said.
"The more we educate, the better it's going to be for guide dog users, and it makes
it easier for them to lead a normal lifestyle."
Ms Moon said the campaign also hoped to educate people that guide dogs were working
animals and shouldn't be petted or fed by strangers.
"Part of the campaign is encouraging to people to ignore the dogs, ignore them and
resist the temptation to pat them or feed them," she said.
"We do understand that it is really hard, because the dogs are so attractive."

NSW: National Holiday Road toll jumps to 19
SYDNEY, Dec 24 AAP - The national Christmas holiday road toll has jumped to 25 with
accidents on Wednesday morning in Victoria, Queensland and New South Wales.
In Victoria, a 63-year-old man died when his car collided head-on with a truck in
Heatherton, about 8.40am (AEDT.
That brought the state's toll to eight following a crash in Melbourne's CBD around
5.40am (AEDT) when a front-seat male passenger was ejected from a Hyundai sedan after
a collision with a taxi.
In Queensland a man riding a motorbike was killed in a collision with a bus in Brisbane's
northern suburb of Boondall just before 6am (AEST).
And in NSW, a woman was killed when a car, in which she was a passenger, ran off the
Pacific Highway and crashed into a signpost and trees near Port Macquarie just after 5am
(AEDT).
The accidents follow two deaths on Tuesday, including South Australia's first fatality
of the holiday period.
Police say a 26-year-old Perth man, in Adelaide on business, was hit by a car in the
city's north just after midnight (CDST).
He was then run over by a second vehicle as he lay on the road.
And in Victoria an 81-year-old man struck by a car in Moonee Ponds on Monday morning
died in The Austin Hospital on Tuesday.
Victoria tops the holiday road toll with eight deaths followed by NSW on seven.
Queensland's has had four, WA three, the Northern Territory two, and SA one. Tasmania
and the ACT remain fatality free.

New South Wales Industrial Relations Minister JOHN DELLA BOSCA is defending grants
by agencies within his portfolio.
He says all payments have been independently audited .. and none have returned as political
donations.
Fairfax reports agencies run by Mr DELLA BOSCA have given more than 700-thousand dollars
to the Transport Workers Union .. and to a union-run organisation chaired by a friend
of the minister.
Fairfax says the grants were made over the past six years .. when the TWU made donations
of almost 750-thousand dollars to the Labor Party.
Mr DELLA BOSCA says all the funds distributed by the government have been spent on
specific projects .. and he was not involved in assessing the applications for money.
None of the funds paid to organisations can be used for political donations.

CANBERRA, Dec 6 AAP - A greenhouse target supported by the Australian delegation at
climate change talks on Bali would devastate the economy, Opposition Leader Brendan Nelson
says.
A delegate told the UN talks yesterday that Australia fully supported an agreement
among developed nations to reduce emissions in a range of 25-40 per cent by 2020.
Dr Nelson says if Prime Minister Kevin Rudd intended to set such a target it will seriously
damage the nation.
"Every Australian needs to understand that if Mr Rudd, in our name, on our behalf,
accepts in the order of 25 to 30 per cent by 2020, that will have a devastating impact
on our economic development," he told reporters in Canberra today.
"It will have serious consequences for electricity bills and many other burdens borne
by working families in day-to-day life and pensioners."
Dr Nelson urged the prime minister to do the necessary homework before committing to a target.
"Before we sign up to anything, before Mr Rudd does anything on our behalf we need
to understand what will be the economic consequences of that to our children and he must
ensure that China, India, the United States and the large emitters are a part of any agreement.
"To do otherwise would not serve Australia's interests let alone those of the world."

Doctors are warning parents to leave the interactive computer games out of the Christmas
stocking .. and buy a cricket bat instead.
The Australian Medical Association says the whizz-bang computer games .. that promise
to tackle childhood obesity .. are a fad .. and marketing gone mad.
The so-called gamercize products include step machines and stationary bikes .. that
can be hooked up to Playstations and other game consoles and force children to exercise
if they want to play.
But AMA president Dr MUKESH HAIKERWAL says they're more likely to reinforce exercise-unfriendly
behaviour .. such as sitting around in front of the television.
Dr HAIKERWAL says playing old fashioned games with a ball and bat in the backyard or
park are of far more benefit to battling obesity .. and show kids that fitness and health
can be fun.

CANBERRA, Aug 16 AAP - The clone army in Star Wars and Dr Evil's maniacal pint-sized
replica in the Austin Powers spy spoofs have tickled millions of movie goers, but how
good is the science?
Somewhere close to appalling, according to a government report.
The study, by federal government agency Biotechnology Australia, found the dominant
film portrayal of cloning as the domain of evil geniuses has left the field's scientists
with an uphill battle to educate a wary public.
The agency studied 33 films that depict human cloning, predictably finding that many
have, at best, a limited grasp of the science.
As Australian politicians grapple with the current ban on therapeutic cloning - harvesting
embryos for the purpose of producing stem cells - the public view of cloning, it seems,
is influenced heavily by the silver screen.
And those views, the report found, are overwhelmingly negative.
"Overall, scientists hoping to educate the public about the reality and limitations
of cloning are facing an uphill battle," the report said.
Movies most commonly portrayed cloning as the product of wayward scientists and corporations
operating outside the law.
Other key themes from the films studied for the report were that cloning interfered
with nature, or dealt with the human rights of clones.
But the study found the movie science was rarely accurate.
Only 28 per cent of the films scored a high accuracy rating for their scientific portrayals
of human cloning.
Just 16 per cent managed a moderate rating, while 40 per cent were rated as low and
16 per cent as very low.
The report said there was not enough evidence to suggest films were driving public
attitudes on cloning, but the correlations between the celluloid themes and public concerns
were impossible to ignore.
"The public definitely has strong concerns about human reproductive cloning, and these
are reinforced, or mirrored, by the portrayal of cloning in movies," the study found.
Focus groups run by Biotechnology Australia found cloning was very real in people's
minds, despite being illegal, and participants often used a Hollywood movie as a reference
for their attitudes.
The movies studied for the report were made between 1971 and 2005.
Biotechnology Australia found one of the most scientifically correct was the 1978 Oscar
winner The Boys From Brazil - a chilling tale of a fugitive Nazi scientist trying to clone
Adolf Hitler.
Researchers found the producers delivered a high level of scientific accuracy, going

The trio of Jurassic Park movies won a moderate rating for scientific accuracy, held
back by "creative leaps" like the ability to mix the DNA of frogs and dinosaurs.
The report was released at the National Science Festival in Canberra.
Biotechnology Australia is a collaboration between the federal departments of Health,
Agriculture, Industry, Education and Environment.

NSW: RailCorp insists trains are safer now than pre-Waterfall
RailCorp says Sydney trains are safe .. despite reports of an allegedly flawed emergency
braking system.
Photo's obtained by the state opposition show a train not slowing down .. despite the
driver moving away from the controls.
RailCorp chief VINCE GRAHAM says million has been spent on a second vigilance braking
system .. after the Waterfall Inquiry found the deadman system wasn't 100 per cent effective.
The new system locks the brakes within 60 seconds .. if the driver doesn't respond
to the trains controls.
Transport Minister JOHN WATKINS says the photos have been referred to RailCorp and
the Independent Transport Safety and Reliability Regulator for urgent examination.
The State Opposition says the photos are concerning.

SYDNEY, Dec 11 AAP - Australian flags were everywhere: clutched in fists, draped over
trees, waving from car windows and painted on faces.
But it's hard to imagine a more un-Australian scene.
"Kill the Lebs!"
"Go home Lebby scum".
"Get off our beaches".
The racist vitriol flowing on Sydney's Cronulla beach today was deafening, even above
the hum of the news and police choppers hovering overhead.
One shirtless man, a beer clutched in his hand, whooped and jeered at police as they drove by.
Then came the cry - "Get em" - and within moments hundreds of young shirtless men had
swooped on the paddy wagon, which was flanked by mounted police.
Beer bottles were hurled, and someone chanted "Australia" as the crowd closed in on the vehicle.
A few tense moments later, the crowd thinned and the police made a hurried escape.
Back on the sand, young girls in beach gear no older than 15, posed for photos in front
of the churning crowd, as if at a concert or cricket game.
A drunk teenager walked by, proudly displaying the slogan painted on his back: "We
grew here, you flew here".
"It's time for a fucking war, so join the army of hardcore," the message on his young
mate's back read.
Coral, a 60-year-old Cronulla woman, watched as group of teenagers smoked up their
car wheels in the car park of Cronulla's surf lifesaving club, Metallica blaring from
their speakers.
"It's been a long time coming," Coral said.
"This place has changed in the past 30 years and now the young ones are taking it back."
A man on a megaphone called "Go Australia", as NSW Police Commissioner Ken Moroney
arrived to take in the chaotic scene unfolding on the suburban Sydney beach.
"I just wonder how they even call themselves Australian," the commissioner simply said.

SA: Train and car collide at Adelaide crossing
A passenger train and a car have collided at an Adelaide crossing, injuring one man.
Police say three people were pushing the broken-down car across the railway tracks
at Woodville about 1am (CDT) when the train hit the vehicle.
The impact spun the car around, injuring one of those pushing it and causing about
$8,000 damage to the boomgates.
The injured man was taken to the nearby Queen Elizabeth Hospital with injuries described
as not life-threatening.
The train wasn't carrying any passengers.

Satellite Services Growing and Changing With the Market.(satellite television services)
Satellite TV has come a long way since its introduction. Consumers have responded enthusiastically to the high picture quality and host of viewing options available. Retailers like the products as an easy sell. With the addition of local channels beginning last fall, one of the last barriers for many consumers is now gone.
But the business is growing in other ways, looking to high definition and Internet services. The annual Satellite Broadcasting Association show (SBCA) in Las Vegas July 19 to 21 will be a forum for discussing the state and future of the satellite TV industry, and the many issues facing it presently.
The business is booming. DirecTV claimed over 700,000 new customers have turned on their DirecTV service this year, for a total subscriber base of approximately 8.6 million. DISH Network announced it passed the 4 million customer mark in April.
Despite the market success of the category, neither of the two players in the market, DirecTV or Echostar, are sitting on their laurels enjoying their high sales. Both companies continue to compete by mixing and matching promotions to end users, making it difficult from one month to the next to know exactly what the current price of admission is. Offers vary from free or discounted installation, to free months of programming to free or discounted hardware, all make the initial sale.
A current DirecTV program gives new customers two free months of programming including premium movies and sports. Before that the network offered free dish installation to new customers.
A current Echostar campaign gets new customers free dish installation and a $40 Sears gift card when they purchase a DISH Network system from Sears and sign up for Showtime Unlimited movie package.
Another Echostar offer gets consumers a free Personal TV service for three year with the purchase of a DISHplayer personal video recorder/satellite receiver. A $199 rebate off the purchase of the receiver ($399 SRP) is offered for customers who subscribe to a $39.98 program package. Free dish installation is also offered.
Local Programming
One of the sticker issues the DBS companies are now facing is obtaining retransmission agreements with local broadcasters. Echostar has had some trouble in that area, with some local stations in Minneapolis, Nashville, New York and Salt Lake City refusing to agree to retransmission of their signal. As a result, DISH network was forced to turn off the select channels until retransmission consent could be reached. In the meantime, in a show of good will, DISH network provided affected customers with free antennas and discounted installation.
SBCA President Chuck Hewitt responded by saying that the situation shows that the retransmission consent process, as described in the Satellite Home Views Act, does not work, linking the retransmission issue to must carry. By law, satellite television providers must carry all broadcast signals in a given market by January 1, 2002, or not carry broadcast signals to that market at all. "Retransmission consent puts consumers at the mercy of the television stations," he said. According to Hewitt, the current channel capacity of DBS providers does not allow carriage of all available signals. Many other markets will not have local signals available by DBS simply because of the inflexibility of must-carry rules. The current must-carry regime will create haves and have-nots in the video marketplace," he added.
Prior to the mandated May 29 deadline, DISH Network obtained multi-year retransmission agreements with stations in 28 markets where the company currently provides local into local service. Retransmission negotiation extensions with other broadcasters brought DISH Network's local stations up to 121 of the 125 it had been broadcasting prior to the may 29 deadline. On June 1, DISH Network came to a multi-year agreement with Minneapolis FOX affiliate WFTC and promptly turned the station back on for its customers. At press time, Echostar still had outstanding agreements with three stations that remain shut off to customers. "We begged for extensions, and they refused," said an Echostar spokesperson.
DirecTV reached retransmission consent agreements with the four major broadcast networks (ABC, CBS, FOX and NBC) and recently announced consent agreements with 11 station groups. The network currently offers local channels in 23 markets and plans to reach 35 markets by the end of September.
High Definition
Hughes, Toshiba, Panasonic, Zenith, Sony and Mitsubishi all have plans to introduce DirecTV HDTV satellite receivers around the same time this fall for between $500 and $1,000. Thomson last year began shipping its DirecTV HDTV box, the DTC100, at a price of $649. According to Thomson, the product is in great demand, and the company is selling every one it makes, despite the fact that it's only HD connection is a VGA port.
Currently, getting high definition programs over satellite can be nearly as frustrating as trying to pull signals off the air--while the program always comes perfect over a properly aligned satellite, there's still very little to watch. High definition programming from DirecTV is limited to channel and two pay-per-view channels. A spokesperson noted that additional HD offerings are being examined.
Echostar just launched its DISH HD product, which includes a second dish and a model 6000 receiver for reception of high definition HBO and Showtime. The $499 product receives satellite HD feeds, features RGB out and can be upgraded with $100 module for off-air HD reception.
When asked if high definition will have a significant effect on the satellite market, Marc Lumpkin of Echostar pointed to the lack of HD programming. "We don't charge for these channels now, so there's no revenue," he said. Lumpkin said Echostar hopes to add three or four more HD channels this year, including pay-per-view, but had no details to announced.
Internet
DBS providers are also trying to make a dent in the growing broadband Internet market. Hughes Network Systems, parent company of DirecTV, offers its Direct PC service. Echostar recently announced a $50 million investment in Gilat-To-Home two-way satellite Internet.
In April, Hughes announced a two-way broadband satellite version of DirecPC available early in the fourth quarter. The service will feature upstream speeds up to 256 Kbps and downstream of over 40 Mbps. A DirecDuo offering will allow consumers the ability to receive Internet and TV service over the same dish. USB compatible hardware is expected to be available. Cost and availability were not released at press time.
Echostar's agreement with Gilat-To-Home broadband service will allow Echostar to distribute the service, powered by Microsoft Network. Internet access will be up to 10 times faster than standard phoneline modems with an extra high burst rate. A single dish can be used for Internet and TV service reception. The 24-inch by 36-inch dish will also be able to receive DISH Network's DISH 500 service. Pricing of hardware, installation and service options will be available at a later date.
More Services to Come
At a New York press conference in mid-June, Thomson made the official introduction of the Microsoft and DirecTV colaboration announced at Janurary's CES. The product, model DS4290RE, is a combination DirecTV Plus receiver, PVR hard-drive video recorder and Microsoft-backed interactive Internet appliance. It will be called UltimateTV and will carry the RCA brand.
While competitors TiVo and Replay allow for various levels of compression quality for video recording, the UltimateTV box records at the original compression level of the signal from DirecTV. That means, theoretically, viewers will experience no loss of quality from recordings for up to 30 hours. Thomson executives would not answer questions on the size of the hard drive.
Details available at the press conference were slim, especially regarding price. No hints were allowed on what the harware will cost or what the price of the service will be.
Pricing will be at different levels, depending on the amount of services desired. Program packages will be at current DirecTV prices. Prices for other servies (PVR funtion, Interactive programs, e-mail and Internet access) will be announced closer to launch, in time for the 2000 holiday season.
Ironically, the day after the UlimateTV announcement, AOL announced a $200,000,000 investment in PVR service provider TiVo and the intention to produce an AOL TV/TiVo set-top-box. The product would combine AOL TV Internet service (first demonstrated at CES) and TiVo PVR service. Availability was stated to be early in 2001. No information about who would manufacture the box was available, though there is reasonable cause to speculate that Philips may be involved. At the 2000 CES Philips demonstrated an AOL TV set-top-box, though without TWo. Philips also manufactures TiVo-based Personal TV set-top boxes.
A DirecTV/TiVo combo set-top-box is also expected to debut this year from Philips. Sources indicated that the product will likely be shown at SBCA.
